Shuten was the leader of the Masho because he was the most powerful and the most greedy. He desired to gain control over human dominance, and often lead his own armies onto a path of destroying villages and people alike, just so that he could fully control them. Because of this Arago made Shuten one of his Mashos, and from his experience as leader, put him in charge.
Shuten followed the will of Arago without question at first. But during the first war with the Troopers, he questions whether or not Arago was what he thought. In fact, he is the first Masho to question Arago's motives. He disobeys Arago who cruelly punishes him, even to the point of death. It is then that Shuten learns that Arago cared nothing for him, which left him feeling very hurt, confused, and betrayed.
Shuten was rescued by Kasou who told him he can choose what master he wished to serve. This lead to Shuten to deeply think about what he had done and to question himself on the accountability of his greed and hate. He starts to think of how wrong he had been, and that Arago had only been using him. It is at this point that Shuten decides to leave Arago and go off to change himself.
During an encounter with the other three Masho sent by Arago to reclaim Shuten, the former Oni Masho sees for the first time how the Troopers work together, and how willing they are to risk their own lives to protect him and one another. This was something the Masho had never done. There definitely is strength in combined numbers. Later on, Shuten teams up with Rekka against Arago, and saves Lady Kayura toward the end of the series. His number one desire under his new and improved way is to follow Kasou's will.
